Mounir, who provided an overview of the <strong><a href=\"https:\/\/gia.gov.ly\" target=\"_blank\" rel=\"noopener\">General Information Authority)<\/a><\/strong>, covering its history, organizational structure, vision, mission, and core values. He clarified the GAI&#8217;s role within the National Informatics System in coordination with relevant state institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The introduction included an explanation of the distinctions between <strong>Information Governance<\/strong>, <strong>Data Governance<\/strong>, and <strong>Digital Accessibility<\/strong>, highlighting their importance in modernizing government services. The GAI is currently developing an implementation matrix with government stakeholders to achieve:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>An effective Digital Government.<\/li>\n\n\n\n<li>A competitive Digital Economy.<\/li>\n\n\n\n<li>An inclusive Digital Society.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>National Digital Development Agenda:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An executive document for the strategy containing specific actions and Key Performance Indicators (KPIs).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Pillar II: Regulatory and Technical Frameworks for Digital Services<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The Authority has issued several documents aimed at unifying standards and improving service quality:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>IoT Regulatory Framework:<\/strong> Organizing Internet of Things technologies in the public sector.<\/li>\n\n\n\n<li><strong>Proposed Digital Service Quality Framework:<\/strong> Improving the standard of government digital output.<\/li>\n\n\n\n<li><strong>Guidelines for Government Websites and Platforms:<\/strong> Standardizing the design and functionality of official portals.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Pillar III: Data Governance and Digital Accessibility<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>National Government Data Governance Policy:<\/strong> Regulating how data is managed within institutions.<\/li>\n\n\n\n<li><strong>National Government Data Guide:<\/strong> One of the foundational technical documents for data classification.<\/li>\n\n\n\n<li><strong>National Digital Accessibility Policy:<\/strong> Focused on ensuring digital services are accessible to <strong>people with disabilities and the elderly<\/strong>, based on international standards.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h3 class=\"wp-block-heading\">Pillar IV: Initiatives and Legislation<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Digital Identity Project:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aims to integrate the National ID number, passport number, and phone number into a unified digital identity.
