The first in-person and second preparatory meeting of the Advisory Committee—responsible for defining the themes and topics of the Informatics Governance Forum – First Edition—was held this evening. The forum is set to launch in parallel with the 2025 National Information Technology Day.

The meeting was attended by representatives from several specialized national entities, including:

  • General Information Authority
  • National Information Security and Safety Authority (NISSA Libya) – Director of Legal Affairs
  • Ministry of Communications and Informatics – Libya (Director of the General Department for Development and Director of the Experts Office)
  • Raqmena Company (General Manager and a technology expert)
  • Internet Society – Libya Chapter (ISOC Libya)
  • Alongside a number of independent experts in the fields of policy, regulation, and electronic payments.

These meetings serve as a cornerstone for shaping discussion pillars that reflect the aspirations and needs of various stakeholders in the fields of communications and information technology, laying the groundwork for effective governance.

The Libyan Technology Foundation reiterates its continued commitment to supporting this national direction and providing the professional environment necessary to launch a forum that strengthens IT and internet governance in Libya, aligned with international best practices.

The Third Preparatory Meeting of the Advisory Committee for the Informatics Governance Forum

The third preparatory meeting of the Advisory Committee—tasked with developing the agenda and programs for the first edition of the Informatics Governance Forum—was held this evening at the Libyan Technology Foundation, in preparation for the forum.

The meeting was attended by representatives from several specialized national entities, including:

  • General Information Authority
  • National Information Security and Safety Authority (NISSA Libya) – Legal Affairs Director
  • Ministry of Communications and Informatics – Libya (Representative of the Head of the Authority and Director of the Experts Office)
  • Internet Society Libya (ISOC Libya)
  • In addition to a select group of independent experts in the fields of policy, regulation, and electronic payment systems.

Discussions focused on the overall agenda of the forum, the selection of speakers and guests—both local and international—and the institutional attendance from various related sectors. The aim is to ensure that the forum reflects the needs of society and contributes to the development of relevant policies and regulations.

These meetings are considered a key milestone in shaping the forum’s vision, ensuring its themes align with the aspirations of stakeholders in the communications and informatics sectors, and promoting effective governance foundations in Libya.

In a scene that reflects the growing national focus on building a secure and effective digital environment, the Informatics Governance Forum – Libya 2025 concluded its activities with remarkable success in Tripoli. The event was organized by the Libyan Technology Foundation and witnessed broad participation from government entities, the private sector, civil society, and a distinguished group of academics and digital experts.

Held on Saturday, August 2, the forum was marked by a high turnout and a diverse agenda, featuring more than 12 technical sessions, 3 specialized discussion panels, and interactive workshops that addressed pivotal issues in Libya’s digital transformation journey

Strategic Pillars for Advancing Digital Governance

The forum shed light on several strategic topics, including:

  • Digital Transformation: Exploring strategies to accelerate digital transformation across public and private institutions.
  • Data Protection: Highlighting the need for strong legislative frameworks to protect both personal and institutional data.
  • Cybersecurity: Presenting innovative solutions to tackle rising cybersecurity challenges.
  • Tech Legislation: Reviewing the latest developments in laws and regulations governing the technology sector.
  • Artificial Intelligence: Discussing the potential and future of AI applications in Libya.
  • National Domain (.LY) Management: A deep dive into managing Libya’s digital identity and national domain governance.

General Authority for Telecommunications and Informatics

The Authority participated in key sessions and workshops on:

  • Digital legislation
  • Artificial intelligence
  • National domain management

Eng. Rafiq Al-Janajan, Director of the Experts Office, delivered remarks on the Authority’s role in drafting national legislation.
Dr. Abdelkader Al-Zlitni presented the Authority’s efforts in adopting the Arab Charter on AI Ethics.
Eng. Riyadh Al-Zaytouni led a specialized workshop on .LY governance, affirming the Authority’s commitment to international standards and digital sovereignty.

General Authority for Information

The Authority conducted a workshop showcasing major national policies and strategies, including:

  • National Digital Accessibility Policy
  • National Policy for Governance of Government Data
  • Government Digital Transformation Strategy

Presented by Eng. Mounir Al-Adl, the session emphasized the importance of building national capacities in data management and governance.

Libyan Audit Bureau

Through a dedicated workshop titled “IT Auditing”, the Bureau stressed the importance of oversight in promoting digital governance.
The Bureau’s IT Department delivered a presentation on digital audit standards and risk analysis, underscoring the need for cooperation between oversight and executive bodies.

A Platform for Integration and Knowledge Sharing

The forum served as a major platform for uniting various stakeholders in the digital governance space. It offered a valuable opportunity to exchange knowledge, discuss regulatory and technological challenges, and explore partnerships between the public and private sectors.
